I saw earlier posts about boot disks that would create the installation boot disks, but I didn't see any that explained how to make just a bootable disk that would boot to an NT partition. Is this what you're asking? If so, then you need to run the old File Manager (winfile.exe, I think) to format the disk, then copy the necessary boot files from the HD to the floppy, including boot.ini. Then, modify boot.ini as necessary.
I used to keep one of these around when I had several NT machines around, and I set up the boot.ini file so it would give me a menu to choose a partition to boot from, since some of my machines had NT on partition #1, some on #2, etc.
There's a KB article on it: http://support.microsoft.com/default.aspx?scid=kb;en-us;Q101668, but I remember seeing one that I can't find now that specifically said to use File Manager... Maybe they just changed this one... I dunno. :(
