My point is that in the time before spamming became an industry, people followed rules that allowed the community to thrive. These rules were not enforced by anybody, it just made sense to follow them. They were also rules that it took some time to learn. When too many people entered the Internet at once, those following these rules no longer were in a majority and so they couldn't "lead by example" anymore, since there were so few of them, compared to the multitude of new users who entered the net.
A good example of a really large community where Anarchy is actually working is the Open Source Community. There are not many rules, Eric Raymond says there are three, but they ensure harmony and everybody seems to follow them because how could you not?
