however, you're not taking into consideration the role of government in changing people's attitudes. Take the US civil rights era for example. Do you think that segregation would have disappeared without the government? And do you think that the government would have changed without the people? Of course not! The actions of a group of people changed the government. The government's actions then changed the minds of the people who were against the activists. It took time, and is definitely not perfect, but it has definitely progressed in the right direction, in large part due to the government.
