color specifications if in RGB format in CSS, MUST be preceded by a # and MUST NOT have quotation marks.

color specifications via the deprecated color attribute of the deprecated FONT tag MUST be enclosed in quotes, and MUST also be preceded by a #.

Use Mozilla to test things. It will tend to show you the errors in your HTML more than Other Browsers. Also, use the W3C CSS Validator and HTML Validators.

Finally, is there a reason this isn't in HTML 4.01 or XHTML 1.0?
