Animals live in hierachies. Alpha males/females rule the pack/group. So there is some sort of "government" here. Animals have the "advantage" that the qualities, which keep that animal alpha, are those that most ensure the survival/prosperity of the group. Humans (being downright weird animals) chose people to rule who have qualities that most ensure the survival/prosperity of those people.
