Society in this contects refers to "all people, collectively, regarded as constituting a community of related, interdependent individuals."

Government is "an established system of political administration by which a nation, state, district, etc. is governed."

The government is responsible for the administration of the society, including the laws. Without government, there is nobody to administer the laws, so essentially there are no laws. Without laws nd regulations, corporations everyone would be able to do whatever they wanted, without regard to others' welfare. This inevitably results in people fighting over land/resources/etc. (but not money, that is a governmental construct). This is the breakdown of society as we know it.
