Lets tray and be clear here. You have some ports you want to block - well thats easy with your firewall. Just block them. It doesnt matter at all that some of the blocked ports are near to assigned ones.

Then you want to allow through some others. Thats OK. Dont block them. In fact, a decent firewall (mine isn't in this class!) will block everything you dont explicitly allow.

Now, it sounds like you want to spoof a port scanner in the phrase "... being searched for...". If thats what you want, it requires a degree of intelligence not normally found in a hardware box - so I discern here that you are running a software firewall on Linux. Then you need an extension to your firewall software - which is probably going to mean either some code, or an expensive add-on to a commercial firewall.
