I don't believe it's always a matter of insecurity. Sometimes it is, maybe, but sometimes it's just someone who wants the world to know the extent of his love for Jane Doe. Is it tasteful? Depends on who you ask (obviously). Is it inherently wrong? I don't think so.

You love is beautiful, I don't want to see it.
This sounds like the same kind of bizzare illogic that gives us "Sex is dirty and wrong. You should only share it with someone you really love."

And, to answer your question, I don't find most things (Superbowl billboards included) particularly tasteful or tasteless.
