I was once arrested as a "scofflaw" for non-payment of a speeding ticket Which I Had Paid. I was arrested, cuffed and put in a squad car with my hands cuffed behind my back. They then drove around my neighborhood to make 4 more stops looking for other people to arrest. I should mention that they never read me my rights either. It turns out, that when my ticket was paid, a clerk failed to mark it on the outside of the folder, and no one bothered to check Inside until after I was arrested.
