But not all the time. In smaller towns such as the one near me (I don't even live IN one), the police department is a fundraising organization. Writing tickets to pay their own salaries, essentially. Crime, what little there is of it, is handled by the county sheriff. The local police departments exist solely for traffic patrol. Even traffic accidents are handled by state troopers.
