Search engines, by their very nature, employ heurtistics to guess what are most likely the best results to return. They make their "best guess first". Google has excelled in the endeavor of those types of heuristics. Search heuristics are to judgement calls. The search designers have to decide, based on a pretty limited set of data, which pages are the best fit for you.
Of the many issues a search engine needs to address is deciding which language you prefer. Most readers prefer pages in languages they can read. Google gives you the option to
choose your preferred language, but because most people probably don't avail themselves of this option they also make a guess based on geographic location. I bet they are correct that someone from Canada is more likely to speak French than someone from Arizona.
Of course, the ultimate decider in a consumer product is the consumer. If Canadian widely disliked the way Google designed their service than Google would probably change. However, I suspect we'll find that most Canadians like the way the service works and so Google will stick to it.
