A purely defensive style like aikido doesn't work unless someone strikes at you in some way. If he's after someone else, but afraid to take the first swing at you, and he realizes you're not going to attack him first either, then you're no threat and he can just "walk away" and go after the other person. If the assailant's too close, then at least you can do something once you get there. As for the sniper, there's always the art of the human shield, if you see it in time.
