That may apply to the Yang style which is almost exclusively soft (and incidentally what is taught most often in the United States), But the Wu style is almost as hard as Wai Chi Ru, and the Chen style is a balance of hard and soft techniques. A properly trained master in Chen style is very hard to beat with any other art.
Techniques employ four qualities that reflect the nature of our world. Depending on the circumstance, you should be: hard as a diamond, flexible as a willow, smooth-flowing like water, or as empty as space. - Master Chen
