The may randomly pick one out of a hundred or so to send to the "TO" address, but otherwise I would definitely have discovered this by now, considering the times I have failed to put "proper" postage and gotten the letter back. What really sucks is when you see that your stamp just fell off because the glue was weak, and they don't accept "paying the difference". You have to restamp the entire frickin thing.
