The recipient can't cash it in the States (been there, done that...).

I find the easiest way is to take American cash out of my US funds Canadian bank account and go to the post office and buy a postal money order for the US. It costs less if you pay them in US funds 'cause they charge a ridiculous premium on foreign currency transactions. Then it is safe to mail to the US and can easily be cashed by the recipient.
I have also successfully sent a bank draught (draft to you American UFies) drawn on my US funds account. My bank doesn't charge me for that because of the kind of account I have.
