but it would have caught my eye if it had been in the "university rule-book"
Most of it was about examination and graduation conditions, so this should have been in it.

But ... if they can make you pay the fines (and return the books) BEFORE you graduate, you 're certainly "cleared for the future", and those things won't come back later, with interest or "extra costs made to find you"

Our schools (and some of our universities) are NOT "wealthy" or "rich" enough to keep loosing books or keep building parking lots.
