When the war was over, Lee applied for a complete individual pardon, but it was lost and Lee was not pardoned. Therefore, he lacked the right to hold public office. In 1970 an employee of the National Archives found Lee's oath that had been lost. In 1975 Congress restored Lee's full citizenship.

my question...

"Wee cavorting beasties!" he exclaimed. What was he referring to, and why was this significant?
