Yes, this is a good idea. Even if it does finance more terrorism, it will create new activity that we will probably pick up on given our hightened sense of security. With the stingers, they were under ground and would be more difficult to track. I really doubt that they have the technical infrastructure to build stingers (even with blue prints). More likely, they (the stingers) have been going into Pakastan and India where they CAN manufacture them.
