If you scour the appendices, you can determine that large amounts of Longbottom Leaf and other crops departing the Shire for places south (Isengard) prior to T.A. 2941. Saruman had taken a fancy to tobacco well prior to the events of the fall of Isengard and Sharkey's domination of the Shire. One note I remember reading actually noted that Lotho Sackville-Baggins acquired more wealth than previously guessed due to such dealings, actually back to before Bilbo's disappearance.
