Although I can see the reason you thought so, pipe-weed is actually tobacco or something similar. If you read the appendices in the Return of the King it goes into the horticulture of pipeweed and it's usage. It is a large size leaf that is cured and dried in barns and stored in barrels. Tolkien himself was known to enjoy smoking a pipe. The entire Saruman thing is also incorrect since in the second book he is found to have several barrels of leaf himself.
