I agree that if it is far into the course it is a bit strange, but for laying the groundwork and for the teacher figuring out who is in the class it makes perfect sense. Who knows... Some of the students may well have been going step-by-step all according to the book all the way and will need to learn some new methods to keep up with the class. This will either scare them off or help them keep up and not slow the class down.
