I'm not sure, but I do seem to recall that being the standard greet-the-class/teacher song in the "Dick and Jane" reading primers. A quick web search reveals a few sites suggesting its use with preschoolers, and several more referring to it as something an older relative (parent, grandparent) knew from school.
