Not all oboe (I think that's what you mean), clarinet, or sax players do that. Kenny G currently hold the record for longest note (I beleive 46 minutes), and that's without taking a "breath." Circular breathing is where you breath in through your nose and out your mouth (into an instument) at the same time. Not all people can do it. Also, it's also do-able on brass instruments. One of my high school directors played trumpet, and he could hold a note for about 15 minutes.
