unless you leave out the bag, AND the 'reeds' of the horn(s)
Circular breathing is for playing a didgeridoo ... australian i guess.
Bagpipes have been played all over europe for centuries. You just fill the bagg, blowing in air.
When you start playing, you have to regulate air pressure with your arm or elbow.

Some players use a mechanical device to blow in the air.
(a flat pumping thing, i don't know an english word, but it is also used in wind-organs )
(before electricity, the organ wind came from these (in dutch: blaasbalg) things, that were operated by hand or even by foot power)
