Well...I'll try to explain...first they say on tv that the states that refused to settle with MS turned back, and cause this is good news Billy is pleased. But in the last frame they get that message from the department of justice that says "Hey Bill, Psyche". It means they bullshitted him, they made him believe those states would settle with MS. I guess "Psyche" stands for "psychological warfare"
