Hmm - the fact that it's a turnkey firewall might be the answer - they probably set it up with some unusual protection to prevent changes (chattr) or they might be using some ro media or such (maybee the firewall disk is a cd or write protected floppy)? could be a lot of things, but generally speaking you can't protect your system from root - I love it when those "tie wearers" ask if we can change the protection on the system to prevent root from accessing their files.
