that could be it: file locking.
Maybe a lock file wasn't cleaned up correctly.
My mind is a bit hazy on file locking, but IIRC there are
a few different ways, of which one creates lock files somewhere
in /var/lock or /var/spool/lock and another way IIRC creates
files named *.LCK in the same directory as the file it's locking.

Other options: IIRC 'fuser' can be used to find out which process
(if any) is using a certain filesystem/directory/file.
