...because for a nuclear device you need 50kg of Uranium. Plus the weight of the explosives to detonate the device. And shielding (although if you're suicidal, you won't need it). On the other hand, you only need 16kg of Plutonium. But the design is a lot more complex. So unless you find something on sale from a government, the best you are going to get is a steamer trunk device.
