As mentionned before - NT used to support Alpha. That's design - the ability to boot without a keyboard or video card - Why? Think about racks of computers working together, possibly for other purposes than serving web pages. You don't want them to be waiting for a keyboard when they boot, and you certainly don't want them to depend on a graphics to come up. But for an OS that knows how to move around, check NetBSD.
