explain to her that you are interested, that you have been interested, but have been too shy to mention it based on past experiences. ask her to just get to know you better if that suits you, possibly to work out a personal relationship on other terms before making any sort of stride towards a relationship.
basically put, let her know that you care, and that you've been hesitant, since you HAVE been hesitant, it will show her that you truly do care.
