... What's perverse about this situation is that Scott was a good person who didn't take stupid chances behind the wheel *and* the Mountie wasn't out to punish him (or whomever got in the way).

From what we know so far, they were both doing the right thing. This isn't a matter of evil, corruption or insanity. As it stands, there is nothing pathological to blame for the senseless death of this decent individual.
