can be chalked up to random chance more than anything else. In my area, the police have a habit of shooting people dead, even though they were unarmed.. in handcuffs.. in the back seat of a police cruiser.. Or unleashing dogs on homeless people.
The next county over from where I work has the highest rate of police violence, including shootings and killings. Strangely enough, not a single police officer has been sanctioned, suspended, or fired. The majority of officiers involved in violent incidents (such as the ones mentioned above) receive 'performane raises' shortly after the incidents.
I'll take my chances with reckless mounties behind the wheel.
