I spoke to a former police officer this morning. He felt that, more often than not, a collision of this kind would have been due to excessive speed of the cop car. These folks are in a big hurry--justifiably so--and sometimes it takes its toll. Scary thought. For those not familiar with the area, the collision took place near the American Embassy, which is across from a popular market and bar area (The Byward Market). However, the Embassy's proximity and traffic configuration are such that I can't see how the Embassy's cameras would be able to demonstrate anything conclusive about the speeds of the vehicles.
