She is declared a the Child of the Water-Woman (dunno if the translation is correct, have the german version only) but also as a young, beautyful Elf-Queen. And I guess, Tom can hardly be a Maiar. The Istari were well-trained an sent to Middle-Earth with the full Attention of the Valar. They would not let one of their Kind let live free, without any Order or Awareness, in Middle-Earth. |
