A brief sampling;
Cull:
Murderers, violent criminals, habitual criminals, terrorists.
Anyone who spawns while starving, or while living on welfare. (exception for women who were raped).
Child abusers.
Sterilize:
Anyone who would be dead (from injury, disease etc.) if not for modern medicine. (This one would get me.)
Any adult who cannot care for themself without assistance.
Anyone who spawns while living below the poverty line.
Deadbeat dads/moms.
Alcoholics, Drug addicts (exception if they get help before getting into trouble with the law).
Rapists (through castration).
Other:
Provide tech to select gender of offspring to any who want it.
