1. More use of the death penalty. Like as in ALL 1st degree murder cases. Guilty = death penalty. 2. Go ahead and get rid of all of these 'radical' groups with impunity. Turn these extremist terrorist organizations into little more than foxes to our hounds. Any country that in ANY way supports or protects them...*BOOM!*...a new glass parking lot. 3. IQ-ID cards. Yup. We've got the smart-chip technology. Everyone gets one, and it's encoded with their IQ on it, as well as other relevant information (medical and stuff). You want to have kids? You gotta have a certain IQ. Wanna drive a car? Insert your IQ-ID card into a slot near the ignition (getting stupid people off the road is a good idea anyway). This world has a major birth rate problem. I'm not for zero population growth, I'm for NEGATIVE population growth NOW! 4. Like they are doing in China, no more than one child per family. Forced birth control after that. I know this sounds kind of radical, but sometimes it takes extreme measures to correct a problem.
