I just had trouble connecting to my ISP (Dialup). I ran my basic tests, (Disconnect and reconnect sevreal times. If it doesn't browse using URLs, type in a known IP, if the IP doesn't work, ping something, several things actually, If pings aren't good, call T/S and gripe.)

After calling, I recounted my steps to the T/S rep, who told me to delete my cookies. What exactly do my cookies have to do with not being able to ping?!?

It ended up being a misconfiguration in my TCP/IP settings. (Change from "Use DHCP for WINS resolution" to "Disable WINS")
