To my knowledge, no head of state has decreed any such thing. Because none of them has any shred of proof who did this. If you can point me to some news article/tv channel that proves me wrong, I'll retract what I'm going to say next, otherwise it stands.

You have no clue, any more than anyone else who is responsible. Until such time as you have anything more than wild-ass guesses YOU DO NOT RETALIATE. How can you retaliate against an unknown enemy??? Military action without any proof is an act of terrorism on the same scale as the events of this morning. Do you advocate the use of such force under those conditions?
