When the Libian terrorists were getting out of control, we sent in a major air strike. They backed down. We haven't heard much from them since. This is bigger than what they did. You hold an extremely large gun to the head of the terrorist's home country, you will get results. It has been proven by history. That's why he referrs to Libia. Ask them what happened when they pissed US off.
