but the problem is getting cooperation in the countries that harbor these criminals. Without the help of local national governments the cause of blame spreads... It becomes impossible to perform the surgical strikes that only punish the criminals. I fear the reprecussions of this one act of terrorism will be terrible. Either by allowing those responsible to escape, or by punishing the wrong people. Is there a right way to proceed here? Does anybody have any good suggestions?
