I believe that surgical strikes are more efficient and effective than Nuking an entire country. Would you fear a country that can kill a single person in a crowd of 1000's or even take out small groups with minimum of ease? Nuking an entire country just kills innocents and is like throwing away a tire because it has a small nail in it. It's like beating a small pit of small snakes with a large blunt club vs. using a small precise weapon to deal with the problem snake quickly and swiftly.
