if the terrorists were from a small nation(well small or not I guess that doesn't necisarily matter) they will probably get squashed by the response(and it wont necisarily matter if their countrys leader has given condolences, etc). They probably don't have the people to deal with what will be the lash back... The US is large as are places it is allied with it also has resources or access to them...
