Mercenary warfare would be the approach I would take. $xx to take out Bin Ladin by any means necessary. When you find him, if you have the chance, tell him who sent you.
Mind you, it may seem like a strange approach coming from a military power, but I doubt standard military tactics and wartime policies will do the job. Are we willing to send in official US troops to assassinate, to interogate seemingly innocent civilians, to employ terror tactics?
