They're probably spread out, well hidden and intermingled with civilians...
There probably isn't a clearly followable command-structure
to follow & eliminate everybody in that 'tree'...
That's just the nature of terrorists and resistance fighters:
it's just so bloody hard to get/kill them all (at once)!

IMHO a more likely scenario would be something like:
track down & eliminate terrorist cell of 1 to a few terrorists,
spend weeks to months locating the cell(s) connected to that
one and eliminate those and then repeate this loop.
Hey, you might get rid of all terrorists involved in this
attack that way in 5 to 10 years, but they'll probably have
recruited hundreds to take their places in that timeframe... :(
