The best way is to follow the example set out in Mission U.K.'s "Heaven Sends You" - the entire lyrics explain where each kiss should go, in certain sequences, ending with "kiss you until heaven sends you". Just reading the lyrics to someone can often have the desired effect (or, at least it did the one time I read them to someone...) The worst way is to not say it, or not mean it, or to follow it up with "but I don't like you anymore".
