I seem to remember reading somewhere that the boot.ini is only part of a rather stupid boot process, which involves some kind of boot image. I have installed Linux on several W2K machines, and had no problem with Lilo. You may want to try a newer version of RedHat, though, because I think the Lilo that ships with newer versions is much better. I seem to remember that it removes the restriction on where OS's have to be on the hard drive to boot.
