Almost every BSA policy descision is made on the unit level, by the (nonprofit) charter organization sponsoring the unit. Selection of the unit commitee, scoutmaster, and even the judgement of whether or not a potential scout meets joining criteria are all thier responsibility, and they have arbitrary authority there. Peroid. It is not even a district-level descision if a charter organization wants an activly gay, convicted-and-relesed pedophile as scoutmaster.
