In win3x to change resolution you actually had to change the display driver and restart windows! Some cards had a utility to make this more convenient but it was still a big pain in the butt when you wanted to run a game at 640x480 256 colors, then go back to regular work in 800x600 in 16-bit. Shut everything down, restart, play, restart, bring up your other stuff... yeesh!
