with a wet noodle - each time they do it will cure that one. We had someone doing something like that - then we got our boss to sit down on her - and it stopped pretty fast - oh she still did bulk email to everyone - but it wasnt huge attachments (Power Point Slides actually) promoting this or that event. Altho the worst were the people abusing the "everyone" alias in teh address book - so routinely everyone in the hospital would get announcements that so-n-so was going to be out of the office for whatever. like anyone outside of that persons department gave a rat's behind whether they were there or not. until we yanked that alias away for "IS Use Only"
