A+ has its place. It's a line in the sand that you know about as much as someone that's been working with PC's for 6 months. I'd say that it just about indicates that level. Pretending it's more is foolish - pretending it's nothing is just arrogant. People have to start somewhere
CCIE's are gods - in an academic world I'd rate it with PhD and loads of others in between.
Memorizing things isn't necesarily bad - how did YOU learn the alphabet, times tables or IRQ's?
